Filling divots during a competition

As the title.
We normally do divot filling on a Monday eve but because of the Bank Holiday it was done tonight instead.
Is this allowed during a comp? I know cutting grass and other things are.
But 12 artisans on the fairway is a tad off putting
There have been several complaints but I wasn’t sure of the ruling.
 
Their are rules (8.1a(3)) about when divots can't be filled or replaced but they relate to improving conditions affecting the stroke for a particular player for a particular shot. This wasn't the key point of this question though. This question was more about general course maintenance during the round, which is covered in Committee Procedures:

Probably the same people who are the first to complain when the course is in poor condition too ?

Do you manage a sub 5 hour round whilst doing this?
Yep. Walking down a fairway dropping handfuls of divot mix into divots as you go, doesn't take longer than just walking down the fairway. Obviously one doesn't fill all divots as you go,, but if everyone does a few divots every time , then we have a significantly lesser problem with divots.
 
I was playing a seniors foursomes comp last week, we were at the 13th tee, one of us was even stood on the tee box although he hadn't yet teed his ball, when the green keeper comes up and moves the tees back 3 yards!
When we complained he just smiled!

Are the people complaining the ones in the earlier groups, who were making divots, not replacing them and hoping the latter players in the field landed in them :)

We had a bit of an issue in this respect today during our Seniors Club Champs.

The greens team are prepping the course for the clubs champs this weekend and were putting down a light dressing on the aprons/approaches to the greens during the competition. As a result not all of the field played the same course - with later groups playing a course with more dressing than earlier ones. It's allowable but some felt it disrespectful to the competition.

There will no doubt be some complaints...but I am of the mind that it prob made little if any difference to the outcome and the play, plus I think we have to be mindful that our course is currently in superb condition given the dry weather, and certainly very much better than many more celebrated courses in our area. We should really appreciate the great work of the greens team and not find reasons to complain - especially when the work is being done to improve the course for the weekend,

Sounds like there needs to be better communication within the club regarding competitions.
