When processing the cards for a comp ( held a day or 2 previous) at my home I noticed an anomaly on a card.

Player A signed for a score but stated a higher incorrect handicap. However card had alteration to handicap and net score next to the incorrect and original entries.

These amendments were initialled by a player other than Player A or the marker of Player A. When I asked what happened the guy that made the correction (Player C) was in a following group and noticed the error when he was entering the scorecards into the player entry system.

This system was down when Player A came in and hence some cards were left to one side. Player C entered these cards in when the system came back up and must have seen the correct and lower handicap of Player A when inputting his score. Presumably trying to save Player A a certain DQ he made the changes on the original scorecard.

No but it crossed my mind. He didn't disguise the fact as he quite clearly marked the changes with his full name.
That does not give him authority to make the changes - it merely identifies who did it.
Perhaps you should institute a door prize draw which is only applicable to those that were DQ'd last week? Only kidding, because it sounds like you are attempting to bring some Rules reality to the situations at the club. That's often a tough row to hoe, but definitely worthwhile and appreciated by the silent majority.

Yes, the cards are deemed to be returned or submitted when placed in the box next to the player entry PC.

This is then locked up about an hour after competition ended. I return to the club later in the day usually to collect and close the comp when I get home.
 
Players return to the player entry after the round. Player PC was down so scores were not input by player A but card was submitted in box where PC is situated.

Player C comes along and sees a stack of cards that were not input at the time so decides to input these on behalf of a earlier players.
