Player A cut himself due to a very good supplementary score that he had in the week. However the self imposed cut did not take into account an ESR that was applied when the supplementary scorecard was processed. This resulted in Player A playing off 13 in his next comp instead of 12 (ESR further 1 shot reduction).
 
Had it been a comp he could only cut himself based on SSS, so I guess its the same with supplementary scores. A player cant be expected to understands how ESRs work.

That is my view too but it would have been interesting if he had played in an external comp today and the organisers did a look up on the CDH for player A's handicap. They could have DQ'd him as all they would see on the CDH is the lower handicap.
 
If the player was conscientious enough to give himself a cut, then presumably one could assume he was conscientious enough have checked elsewhere first? So presumably the new h/c wasn't showing when he entered the comp? In which case, I'd say no dq as he can only cut himself based on known data.

But if the new h/c was already published, then yes, he played off too high a h/c and he's a twit for not checking.

Though it does raise the question as to whether the application of a Supplementary and/or ESR generates the same sort of notification (email/text) that a reduction via normal competition does - if the club has that feature turned on .

You really seem to love this DQ process!

Starting with the first element in this particular, obviously your handicap committee will have fulfilled their requirements under rule 23.15
"Although calculated automatically by the ISV software, such adjustments are not ones
that can be anticipated by players. Accordingly, Handicap Committees must advise
players when such a reduction has been applied and the handicap adjustment only
comes into effect when the player has been so advised"

If you can confirm how this was done, and how the timing of the action related to the player's starting in the competition it will be possible to provide a more constructive ruling guidance.

Overall, unless the player has received the notification of the esr it is less of a case of DQ and more a question of what his correct score was (which will depend on when the error was realised in relation to the competition closure).
