Does this scenario incur a penalty shot?

So i was playing this afternoon, went to address the ball in the light rough and the ball rolled forward slightly. I hadnt grounded the club but the club did touch the grass. Does that incur a penalty shot?
 
If the club touches the grass surely that's grounding the club ?
 
You simply have to ask yourself "did I cause the ball to move?" If you answer yes, then add a penalty stroke, replace the ball and play on. Rule 18/2

In the scenario you describe, I think you'd be fooling yourself to say it wasn't you that caused the ball to move.

In all seriousness, how often do you think in the average competition people playing from the rough have exactly the scenario you describe where the ball only moves a fraction and they think, "Ach sure it's a worse lie now anyway, sitting down further" and just play on.

I'd bet it's one of the most ignored penalties.

Not necessarily Phil. The definition of grounding the club (in particular with regard to long grass in a hazard, but could equally be applied in normal play) is:

"When the grass is compressed to the point where it will support the weight of the club"
