Disciplinary sub committee matters

A member has been disciplined by a sub committee. He is trying to lodge an appeal against the decision.
If the sub committee thinks that his reasons for an appeal are frivolous and he is basically "clutching at straws", can they refuse the appeal or does the fact he has lodged an appeal force an appeal hearing (by different members I presume)?
Any advice from anyone with committee experience would be appreciated.

It may depend on your own Club rules but if there are non that apply I would suggest a final appeal panel be set up and listen to the members arguments. That way, assuming he loses, he can't have any gripes and the Club will have been seen to act as fairly as it can.

whats the point of an appeal process if it can be dismissed on the grounds of "clutching at straws". If you have an appeal process, use it, let other committee members hear the appeal and then decide, otherwise you open yourself up to all sorts of accusations as a bare minimum
 
I just thought you have to have reasonable grounds for an appeal, like new evidence that wasn't available at the time etc etc, rather than just I don't agree with the outcome and I want to appeal. You may be right and it would be easier to just let another panel to hear the same case.

You say that a Sub-committee ruled. I would suggest that an appeal should be made to the Committee.
I am surprised that your club (I assume) has not got such a process built into the articles or constitution.

If it is to do with handicapping, an appeal can be made to the county ad ultimately to the national union.
If it is to do with rules, an appeal can be made to the R&A.

I would agree that an appeal of a sub-committee should be made to the Committee as a whole, and those on the sub-committee that were involved with the initial ruling should be able to present their reasoning to the main Committee but, since they are "contaminated", must excuse themselves from the Committee when the decision on the appeal is made.
