Decorating Advice needed

I'm preparing a 10 year old plastered wall for painting,

It was previously covered in painted wallpaper, and the plasterwork has been sealed with a very thin film of (i'm guessing) PVA

Some of this film has come off when removing the old wallpaper and has a similar effect to peeling skin after sunburn
its impossible to sand down and leaves a ridge.

any idea how I remove it? will it just wash off? or do i need to peel it bit by bit

Wash it down with some warm water, then once you have removed it all DO IT AGAIN, once dry lightly sand down the walls.

When you apply your first coat of emulsion check its drying evenly, if it doesn't you still might some paste / pva on the wall, if that's the case clean down again.

Leave it at lease 4-6 hrs before you apply you 2nd/3rd coats and you should be fine.

You've got a problem there. I can't understand why anyone would PVA a wall with gypsum plaster (if that's what it is) prior to painting.
Personally I would line the wall and paint it.

Paper the wall with lining paper and paint over it.

The only other thing to bare in mind is why the previous person PVAed the wall.
Is there an underlying problem that required the wall to be sealed?
Is the wall an exterior wall?
Was there any sign of damp coming through the wall before you stripped the paper off?
Was the person who decorated it last time a bit of a numpty?

The wall could have been sized before it was papered. If it's really problematical then perhaps an idea would be to use a wallpaper steamer/stripper, which would do the trick.

The wall was new 10 years ago, part of an extension
Other walls were painted and were sealed with watered down emulsion , this wall was to be papered so was sealed with PVA to provide a key,
The plasterer at the time just asked what finish was going on what wall and sealed accordingly

Thanks for the advice guys, looks like I'll be getting out the marigolds tomorrow
