The R&A and the USPGA and other international ruling authorities, IMHO.

I think as players we can (& should) be a positive example & even ambassadors for the game, but what is primarily expected of a player is a complete (almost absolute) compliance to the etiquette & rules of the game with little or no empowerment of meaningful change or management of the game except at a minor level within our playing group

What he said. To me a custodian needs to have the power and authority to ensure the game is 'healthy', both now and in also the future. And at all levels. Something that I would argue a few of said custodians have failed on. Yes most elite pros are making bucket loads of cash, but at what price?
