First time that I have seen this done anywhere but I played at Datchet today and they had brooms like these next to most greens. Take it you still can't use anything other than your clubhead or hands to clear your line of loose impediments, even if the club writes a local rule?

From decision 23/1-1

Loose impediments may be removed by any means, except that, in removing loose impediments on the line of putt, the player must not press anything down (Rule 16-1a).

So using a broom is fine, so long as you don't press anything down on your line of putt

You may even use a JCB

Did that get changed recently? Sure I learned you couldn't use a towel/glove etc

Depends what you call recently? The words "... by picking them up or by brushing them aside with his hand or a club ..." were dropped from 16-1/a a mere 12 years ago in 2004.

(Edit: or to be more precise, dropped from the 2004 edition of the rulebook)
