my course is a municipal, run by the local council, what is the situation according to the rules, if the greenkeeper consistantly puts out the tee markers less than two clublengths deep.
and doesent sink the hole cups 1 inch below surface
 
Played on a few tees where players don't have the option of full depth on tee box but I think these would be matters for the competition committee to deal with so I'd raise it with them
 
I'd say as rules say you can tee a maximum of two club lengths back from the markers that does not say that there has to be two club lengths provided. As it happens I haven't ever seen two club lengths markers delimiting the rear of the allowed teeing area.

And I'm not sure that from a players perspective and the rules that the top lip of a 'hole cup' must be at least 1" below the putting surface - I always imagined that to be guidance to greenkeepers. Your ball hits the lip and bounces up and out - grrr - but rub of the green I'd say and a complaint.

Decision 7(b)
On some golf courses the placing of Distance Points at the back of the tees has made it difficult to conform to the definition of a teeing ground in the Rules of Golf and also to satisfy the requirements of Clause 2 of the UHS.
In order to clarify the situation and ensure that Qualifying Competitions are played over courses of correct length the following provisions now apply:
(a) Distance Points on all new courses and on any new holes or holes that have had their length altered on existing courses must be placed not less than four yards from the back of each tee.
(b) On a reassessment of an existing Standard Scratch Score the calculation must provide for each hole being measured from a point not less than four yards forward of the back of each tee.
(c) Any competition played over a course which fails to provide teeing grounds as defined by the Rules of Golf or to satisfy Clause 2 of the UHS shall be a Non Qualifying Competition.
(d) In exceptional circumstances a Union or Area Authority may sanction in writing the use of a Teeing Ground that does not satisfy these requirements.

both are defined quite well in the rules, so if either do not conform the comp is not being run according the rules, hence will be a non-qualifier.

OK - not something I've ever had to concern myself about but good to know.

I do however have a recurring nightmare that I am on a tee and I can't get a full swing at the ball as walls and other obstructions seem to get in the way. No-one else playing in my dream seems to have the problem. Not sure what this nightmare means :)

How bizarre i have the same dreams regularly and spend so long trying to find a spot where i can make a full swing i never get to hit it!

Whooo - it's not just me. I don't ever get to hit it either. I think I spot somewhere on the tee that looks OK and tee up - but no - just can't complete a swing.
 
Everyone has those dreams I think. I have that one for golf and another for rugby where I'm passed the ball on the wing with clear space ahead of me to run into but I just can't lift my legs to run.

You will not see markers indicating the rear of the teeing ground. 2 club lengths is not necessarily the same for every player.

The Definition of the hole is quite specific: If a lining is used, it must be sunk at least 1 inch (25.4 mm) below the putting green surface, unless the nature of the soil makes it impracticable to do so;

I have the same dream sometimes, but it happens on holes that I have never played in my life.

What do you (practically) do if you are playing in a qualifier and you see the cup isn't the requisite 1" below the putting surface?
