control of handicap

a player has joined a club and called it his away club. thus implying that his home club controls his handicap. if he hasn't rejoined his home club (or renewed his fees in time) who controls his handicap, and is he eligible to enter comps at his away course
 
If he hasn't rejoined his 'home'club he needs to make your club hs 'home' club. He must have a home club at all times.
 
Without having time to look anything up, so this is tentative - the logic to me is that by leaving his home club, he is now a member of only one club in the same way as if he had left one club and then taken up membership of another. That is his home club just as my one and only club is evidently my home club.
 
His only club is now his home club.

His club secretary needs to change his status, probably having to contact his old club secretary to get him to release (ie delete) his record.
O/w his new club will have all sorts of problems with CDH.
