Congu handicap change for next year

Apologies as there has no doubt been threads on this before but I want to understand what the review process would entail with a case example. My understanding of the change is that after 7 increases of .1, there is a review of the players handicap. Now after a serious lack of confidence at the start of this year, I have gone from 11.1 to 11.8. The handicap committee would then review my handicap. What would they do though when my best round was 20 over par in those 7 rounds? Would they bump me up from 11.8 to 20 or go somewhere in between?

No details or guidance have been issued yet. Based on the ESR system, I expect that seven consecutive 0.1s will produce a recommendation of a further one stroke increase. The amount by which individual rounds exceed CSS would be extremely unlikely to have any influence on the recommendation.
