Hi recently played a qualifying competition in v.windy rough conditions.Tough going but the whole field finished.Now i understand that the comittee have cancelled the competition on 'health and safety, grounds? Can this be done?
 
They can't do that as an afterthought. It would have to have been stopped or suspended during the course of the days play. If everyone finished, well done to them, but the comp should be properly processed and the results stand.
 
If all the field played and finished it's just not logical for that to be the reason. Is that the official response or what you've been told? Chinese whispers at play I suspect. The only thing I can think of would be that it was a reductions only and this has somehow been interpreted as being abandoned???

Hi was not reductions only-possibly too many increases?

It is against the spirit and intent of the system to adjust the terms and conditions of a competition

deliberately, so that it is rendered non-qualifying on a technicality.

Obligation of the Commitee
Ensure that the spirit and intent of the
UHS is properly applied in the club.

It's all covered in the CONGU manual - sections 17 and 18 mainly.

reading your posts I'm still not sure what happened, or what the implications of it being abandoned mean. In particular what do you mean by "Hi was not reductions only-possibly too many increases?" - these are effectively the same thing.

if a competition starts as a Q comp it stays as one.

if the scores fall outside (below) the relevant expectations for CSS = SSS+3 then increases are cancelled and only competitors who scored better than SSS+3 have handicap adjustments (downwards)

if the committee abandons a competition for a valid reason (unlikely after everyone has competed the round but entirely possible before they have, despite the fact that they subsequently manage too) then handicap adjustments must still be made in respect of any players returning a score better than SSS (clause 18.7)

these are the handicap issues - the committee answers solely to the membership on winners/losers/prize issues.
 
Did a number of the field finish in the dark. We played the other week and the last 4 4balls had to walk in as we just couldn't get round in time.

I think everyone handed in with blobs but said what will happen?

Checked HDID and the results were up there but it became a none qualifier.

Did the Committee abandon the competition? If so this clause should have been applied.

When a competition has been abandonedfor a valid reason, reductions of handicap are

made on the basis that the CSS is equal to the SSS. SeeClause 8.6.

No it can't. I can confirm that weather conditions shouldn’t affect a competition unless it was abandoned. If players have completed the round then the results must stand.
