Comp draw / rule 6.3b

Hi, I am after some clarification on a rule my club is enforcing which I believe is wrong.

Our club uses HowDidIDo - for the recent Saturday medal, I was drawn at 8.30am. I then realised I had a prior arrangement so tried to move to an earlier vacant space at 7.16. I was informed this is not allowed due to rule 6.3b so I could not play.

I have reas 6.3b and while it does not provide examples of the rule used, I read it to be that mid round you can't change group, though I appreciate this is not crystal clear.

Can anyone advise at all?
 
Seems more like 6.3a actually - The Player must start at the time allocated by The Committee.

However, if The Committee had any sense (often mutually exclusive states!) it could quite happily re-allocate you to the 7:16 slot and everyone would be happy - except maybe the 2 FCs at 8:30 who would then be a 2-ball!
 
Not sure about 6.3A as that seems to only deal with your time on the tee in terms of arriving late etc - all the example questions relate to arriving prior / after your tee time

Reading the rule it seems to me that you can swap times if the committee allow it and that you must stay in the same group. Generally at my place there wouldn't be a committee member around to make the decision, so, the club pro, takes the money, hands out the cards and can accommodate changes on behalf of the committee. It's not unusual, if players pull out through sickness etc, that the pro might slightly change groups to ensure everyone possible gets to play
 
At my old club you weren't allowed change your tee time on the day of the comp.

Seemingly some players regularly changed their early tee time to the afternoon or vice versa , depending on the latest weather forecast.
 
Thanks for comments - I think it is an odd ruling - essentially I can't be on the draw and then change to another time but if I am not on the draw, I can just place my name at any time and in fact, some of our members don't enter the draw and play in the same 3 ball each week.

As others have indicated your issue would appear to be with how the club implements it's competition entry; and their somewhat inflexible approach thereafter.
On the one hand I can understand it because making changes is additional work and risks other issues (as also highlighted above) but you would have to take this up with them in the wider context.
 
There was an incident years ago when 2 people swapped tee times in their club champs.
Player A (a junior) was teeing off about 8.30 and player B a more senior long standing member was off at 7.30 Player B asked to swap tee times and player A agreed.
Long story short, player A won the champs by a bucket load but was Dq'd for not informing the right people/person.
There was a huge uproar within the club and it even made it to the local papers.

Well 6.3a specifies that it's the Committee that specifies the start time and the Player must comply.

6.3b is about moving into a different group 'during the round'. So only once the round has actually started. Doesn't seem applicable to what happens before the round!

Thankfully we allow common sense and allow people to swap and move times as they wish - as long as they don't leave a single without a game

We do the same, in run of the mill Sat/Wed comps you can play when you want.....generally in regular groups. In club finals and board comps etc it's more structured with a defined start sheet and swapping wouldn't be allowed.
