Central heating plumber's advice please

I've got an old fashioned heating system (non condensing) with H/W cylinder, expansion tank, etc.

A couple of years ago the 3-way valve failed and a new one was installed. No problem with the operation but I have noticed that the three way valve is hot all the time. It seems as though that it is using electrical power even when all is turned off via the programmer.

Simple question (I hope) - is this correct?

When both channels at the programmer are switched off the 3port valve shouldn't have a supply at the brown and blue wires, but maybe a live at the Orange or grey wires.
If I remember correctly .

I enjoyed the last plumbing thread where Greig broke a nail then ended up with wind (or was it the radiator!) ... I'll pop back on in a day or 2 to see how this one goes :D
