Casual Water

Following on from Louise's question. On our 17th there is a lateral water hazard down the left but for much of the time I've been at the club it has spread and there has been a lot of casual water outside of the stakes (free relief). I landed there on Sunday and it had all but dried out in terms of water but was a sticky, muddy, slippery surface which had not only coated my ball but I had to tread carefully to be sure I wasn't going to fall over or break through a crust into water below!!

Anyhow, it was a friendly game so we all agreed I could take relief - think my pals were keen to see if I could play it and stay upright though!!

What would be the ruling in a comp do you think?
 
I hazard a punt that its play it as it lies with no free relief or take an unplayable.
 
A sticky, muddy, slippery surface sounds horrible, but would only be casual water if there were visible water before or after taking your stance. See the Definition and also Decision 25/1. Muddiness alone is not enough.

I reckon if it is that bad your Committee should mark the area off as ground under repair.
