Can your club determine their own handicap allowance for competitions?

Our club always start the season off with a matchplay tournament(both singles and doubles tournaments)

They are separate competitions and at the top of the singles competition board it said 90% of handicap allowance, this despite the club diary saying matchplay comps are full handicap when singles, and it being full H/C last year.

Sour grapes time LOL- I lost by 1 hole on the 18th but the hole I lost a stroke with 90% instead of full H/C we would have halfed so had an impact. Nothing can be done now but don't know why they have changed it this year and don't know why it's different from what the diary says.
 
The reply to your question in the thread title is no.

The CONGU manual states that the handicap allowances listed in Appendix F must be used by affiliated clubs.
 
Just went into club tonight and the 90% mark had been scrubbed out and full handicap written over it.

Pretty annoying since my tie would have went to a play off 😡

Somebody's obviously ballsed up when doing the board. I should have questioned it more as I was sure that was wrong

Surely that means you should replay your match?
