can anyone explain this nett scoring to me?

Saw this recently. Can anyone explain why player 2 was awarded the best Nett score?

Course Par 72

Player 1 – HC 8
Shoots:
Gross 70 (-2 to par)
Nett 62

Player 2 – HC 14
Shoots:
Gross 82 (+10 to par)
Nett 68

can only be that they were in different divisions? 8 would normally be in a club comps Div 1, 14 in Div 2
 
Without any more info to go on maybe the nett 62 also won the lowest gross prize and you can only win one prize? Or as said by SILH, different divisions?

so the 68 won based on the organisers wanting more than 1 person winning a prize?

sounds fair I reckon
