Can a Shotgun Start be a Qualifying Competition?

Having a Christmas Competition this week and they are having a shotgun start to get everyone in together. Comp is individual stableford off full handicap.

Some debate as to whether it should be qualifying.

Pros say it's no different to a 2 tee start and everyone plays same 18 holes.

Anti say there isn't a stipulated course as every group plays a different course.

Is there a definitive answer anywhere please?
 
Nothing stopping it from being a qualifier as long as the course set up is within the guidelines required for a qualifier. When the card goes into the system what tee is first used is irrelevant

It's complete nonsense if someone is saying "everyone plays a different course"

Is there a difference between half the field starting at the 10th than an eighteenth of the field starting at each hole?

The definitive answer is in CONGU Decision 1(g)

"Competitions in which competitors are authorised by the Committee to commence play elsewhere
than from the first tee will be Qualifying Competitions for handicap purposes provided all other
requirements of the UHS are satisfied. This includes ‘Shotgun Starts’."
 
The Anti-brigade should be aware of the definition of "Stipulated Round"

"The 'stipulated round' consists of playing the holes of the course in their correct sequence, unless otherwise authorized by the Committee"
