To be caddie for a tour player do they have to be low handicap or scratch golfer themselves or could a high handicapper with good course knowledge land a gig at being a caddie. Not planning a new career or anything just curious.
 
as any job - qualifications and relationships both count to get started........

good course knowledge doesn't count on tour, only for visiting golfers.

biggest qualification is experience (catch 22)
 
Some Tour caddies are seriously good golfers. Others can't/don't ply at all.

All they have to be able to do on the course, apart from 'turn up, keep up and shut up', is get yardages right and 'get on with' the player. Counting the number of clubs in the bag correctly helps too! How much 'help' the player wants and whet 'get on with' means varies greatly.
 
Like anything, get experience at a lower level at a local club, maybe move to the local pro circuit and then onwards an upwards towards Europro and beyond

I don't believe there are many caddies on the Europro tour! Caddies would be making more money than almost all of the players! Players and caddies struggle to scratch a living on the Challenge Tour! Costs are the same as main tour but prize money is about 10%!
 
I know the only caddy to sack Monty!!

He is a former Wilts Amateur Champion so can play a bit.
He also is a very calm/relaxed person which helps.
Tension in the caddy soon becomes tension in the player
He is presently humping Franny Molinari's bag.
