Need some advice - player 1 hits his drive and it heads in to a blue staked area. On looking for ball it can't be found... Does player A have to take a penalty shot? Thanks

Assuming the Blue Stakes designates an area of protection of (young) trees (or Gorse!) via standard LR.....No - though he has changed from Player 1

You would need to check the local rules, but the likelihood is that the blue stakes simply define GUR (which would be in accordance with R&A guidelines). If you know or are virtually certain that your ball is in the GUR you do not have to find it - you can substitute another ball and take relief without penalty - point of reference as Foxholer says.
