Need some advice - player 1 hits his drive and it heads in to a blue staked area. On looking for ball it can't be found... Does player A have to take a penalty shot? Thanks
 
Assuming the Blue Stakes designates an area of protection of (young) trees (or Gorse!) via standard LR.....No - though he has changed from Player 1 :whistle:

Treated same as GUR. Point of reference for drop is where ball entered area - as opposed to NPoR if ball found.

You would need to check the local rules, but the likelihood is that the blue stakes simply define GUR (which would be in accordance with R&A guidelines). If you know or are virtually certain that your ball is in the GUR you do not have to find it - you can substitute another ball and take relief without penalty - point of reference as Foxholer says.
