Bang on handicap ...................... how often?

Okay, assume someone has a handicap of 18, how often should they expect to play to it?
I know that someone's handicap is representative of how they CAN play as opposed to how they SHOULD EXPECT to play, if that makes sense.
I once saw a simple formula, based on handicap, of what one should expect to score.
Does anyone know what I'm talking about and can anyone shed any light on the subject?

There is a Congu formula for competative rounds, it was posted up before Xmas when annual
Reviews were about but approx 3/4 out of 10 for qualifiers h/cap or buffer.
