Balls in tended - consequences?

So my fellow players take their second shots on a par 5. Balls end inline, second player's ball is about 5 cm behind the other ball.

What are the options / consequences?

er.. mark and move one of the balls.. just dont clean it
 
Mark, replace after the other ball is played (No cleaning so best place it off to the side rather than pocketing it)

potentially play out of order to avoid the front balls lie becoming a crater (don't see why that shouldn't be allowed, order is just in the etiquette rather than the rules proper for stroke play)

Discussion was whether it was necessary to play the ball 'as it lay' on the fairway, or take a penalty and move one club length or do as you say.

The latter is not really an option. The above posts give you the best option but you could (if you really wanted to) deem your ball unplayable and take a penalty stroke under one of the options of Rule 28 (which includes dropping the ball up to two clublengths away, not nearer the hole).
 
The standard period for Winter Rules/Pick and Place runs to the end of April unless the club wishes to end it earlier. If still in play, they can both mark and lift (and clean), and one can go 6 inches to the left and the other 6 inches to the right.
 
Lies are not "recreated" on fairways. If the lie of the ball has been altered, the ball must be placed in the nearest most similar lie not nearer the hole (Rule 20-3b).
