Ball Plugged In Rough- Local Rule

not right now because the conditions don't warrant it

I believe that if it happens, the conditions actually do warrant it - though it's unlikely to happen! So I'd have it permanently - as per the sample in the Rule Book.

I believe it's one of the standard LRs that applies for European and/or PGA Tours - and they normally play in rather good conditions!
 
Drumpellier GC had a local rule in place on Tuesday during a seniors open comp, in the rough you were allowed to roll the ball out of its plug hole to the side , but not allowed to clean. Preferred lies on closely mown areas was also in use, because of heavy rainfall and flooding etc.

No idea who first made up this ridiculous "Roll it back" rule but it certainly seems to be quite widespread. What on earth is wrong with cleaning and dropping as near as possible as per the sample rule? Just another case of committees making up rules rather than simply applying them.

This. What's the point of getting a lift out a plugged lie and not being able to clean the mud from it, daft imo
 
No, at least I don't think so and it wouldn't be necessary. I'm not even sure we have one in winter, I've certainly never seen it happen at RAGC. It used to happen at my old club all the time though.
 
Why not the whole course?

These holes tend to be the wettest areas of the course, it isn't really an issue on the others. I can't recall ever having had a ball plugged in the rough on any of the other holes. The 17th is the worst as it's right down by the sea and gets flooded in the winter, it's also the lowest point on the course and doesn't really drain that well.
 
Its often a local rule and normally you can lift, clean and drop. I dont see the problem with the rule, its just an extension of preferred lies.
