Ball off the green to be lifted and marked.

I believe that if another player's ball that is off the green, is in my way, I can ask for it to be lifted. I also believe that if a player lifts that ball before I ask, then he incurs a penalty. A more frequent case is where the player offers to move his ball before I ask. Am I correct that the offer does not incur a penalty?

Just a note for yourself if you are asked to pick & mark your ball off the green you must not clean the ball in any way ..

Best is to hold it out between ur thumb & index finger

Did you mean 'a ball on the green, off the the green' or 'a ball which is off the green' ?
