Yesterday during a match play practise round, I was due to chip on and my opponent had marked their ball hindering my line. I asked her to move the marker one putter head distance to the right ...... Done ( missed the chip!!)
Then it was said as I was off the green it wasn't an obstruction and didn't have to move it?
Can find a ruling about ball markers on a putting line and movement and replacing, but couldn't find any rulings re chipping onto the putting surface.

I understand that to move a ball marker on the green when you may be 150yds down the fairway that would be rediculouse! So maybe it would be the same anywhere off the green?

Pretty sure it's a movable obstruction so can be moved if you request. Those flipping dinner plate sized poker chips are definitely an obstruction on the line of any shot!

ah Amanda - they look cool and mark you out as someone who can afford to go to the casino - or maybe there is a better reason.

The rule 22-2 would apply to the ball, and the note to rule 20-1 would apply to the marker

Note: The position of a ball to be lifted should be marked by placing a ball-marker, a small coin or other similar object immediately behind the ball. If the ball-marker interferes with the play, stance or stroke of another player, it should be placed one or more clubhead-lengths to one side.

There is no condition applicable to this note that requires your shot to be played from the green (or otherwise) for it to apply.
