If a ball comes to rest on a bridge crossing a hazard is the ball deemed to be in the hazard therefore subject to a penalty stroke or would you get relief from the bridge with no penalty?

The ball is in the hazard as the boundary of the WH extend vertically upwards. No relief is available from immovable obstructions when the ball lies in a WH. Dropping off the bridge can only be done under the Water Hazard rule and therefore subject to a 1 stroke penalty. However, the bridge is not considered to be ground in the hazard and so if the player chooses to play off the bridge he is allowed to ground his club on the bridge.
 
Played at courses where bridges are in local rules and a free drop is allowed

This happened to me on Saturday. There is a ditch about 180 yards from the tee that splits the fairway, my drive cannoned into the sleeper wall of the ditch and bounced up onto the bridge. The ditch is yellow-staked, and getting to my ball I saw it lay outside the line of the yellow markers on the bridge-path, so not in the hazard.

No.

The Definitions of Rules/The Rules makes no distinction between conforming and non-conforming ones.

Until a LR is rescinded because, for example, it modifies a Rule of Golf amend hasn't/wouldn't be authorised by R&A, it must apply. One previous club had/has one along the lines of 'only putters may be used on greens'!

You shouldn't take relief off a bridge

Are Pooh-Sticks allowed? Or would that be 'testing the condition'!
 
We have a LR allowing a free drop from a bridge, but the bridge only crosses over a small gully which is not a hazard .

jUST A THOUGHT , at St Andrews are you be allowed to play off the Swilken bridge if your ball landed on it on it .??

The bridge on your course is an obstruction. Why do you need a Local Rule to be allowed relief from it?

Its printed on the scorecard to prevent confusion, bobmac say you shouldn't get relief from a bridge so it makes it simple being on the card.

I wasn't sure taking chunks out the Swilken bridge would be allowed ??.
