Ball in motion hits another ball in motion

What is the correct ruling in the following circumstances.........

Two players tee off on a Par 3. Player A is short of the green and Player B is to the right of the green. Player A is further away so plays first. Player B isn't paying attention and while Player A's ball is approaching the green also plays their 2nd shot. Player A's ball passes the hole and hits Player B's ball before dropping back into the hole and knocking Player B's ball away. Both balls were in motion when they hit each other.

I know it sounds unlikely but earlier this year happened with me as Player A and my 5 year old boy as Player B. Obviously on that occasion it was just a friendly knock so didn't matter but would would the ruling be in a match or competition situation?

If both balls were played from off the green, then play them as they lie. Rule 19-5b.
 
I'm reading A is short of the green and B is to the right of the green as meaning neither was played from the putting green. A has a lucky and his ball is holed. B plays as lies.
