Are the Pro`s allowed to tap down anything on the green

Maybe I need an HD TV but they seem to do a lot of tapping down on the Greens. Given that the first group out start on pristine undamaged greens and repair any pitch mark they make, thus the 2nd group also has a pristine green as does the following group and so on, yet it appears on tv that they make many repairs before putting, they can`t all be pitch marks can they.

They do seem a bit sloppy about this and I am always surprised they arent picked up on it. If you want to repair a previous pitch-mark you confirm with a playing companion before doing so. They seem to just wander around the green gardening with the end of their putters.

What I was wondering is what are they repairing, it can`t be pitchmarks as the greens were free of them at the start and all those before them repaired those they made.
