I don't know if I've read a myth somewhere or this is true.

Is it right that:
You can't be cut to Cat1 in the annual review
You can only be cut whole shots in the annual review

This year I've played to buffer or better 11 out of 18 rounds, which remembering a couple of threads from the last annual review might be enough to flag me up on the computer.

If it does, I'm at 6.4. Do I have any chance whatsoever of being adjusted?

On same vein - I'm 10.3. I was put up by 1 in the annual review two years ago - I was not happy about this being done and despite the numbers, disagreed with it - I could cite as mitigation for my poor cards personal medical circumstances that I am not prepared to divulge to the handicap convenor. I'd like that shot removed please. Can I request it in the review.

It's should be done at all clubs before the end of Feb next year. It takes just a few seconds to run the report and then you have to review the recommendation. Simple task really. The computer does all the hard work.
 
yes - but such a 'request' won't (shouldn't) make any difference at all. You will have gone up for a statistical reason, and would come down on the same basis.

I had a medical condition that has now cleared up and I was only able to play not many more than the minimum number of qualies. As far as handicap is concerned, whether my score was outside the buffer by 1 or 20 it didn't bother me - I would go up by 0.1 and that was that - I certainly didn't expect to go up by another 1. The reasons people might play 20 over their handicap are many - and some might well have very little to do with their playing ability.

I could ask a friend at the club who knows of my condition back then to confirm that I am not spinning a yarn if that would help my case.

You can request anything you like. But you won't get that shot back from it!

You might from your playing performance this year though - or might not (in which case the increase would be deemed appropriate).

Going into Cat 1 requires Area Authority approval. I've only seen full-shot changes recommended by the A/R process - though a couple of 'acceptable' non-full-shot ones (eg. to 5.5) have been noted!

If your h/c has gone up from 5.9 to 6.4 why do you think it needs or should come down?

If every result is just outside buffer, then A/R can recommend a reduction even if every result was +0.1! A/R is on average score, not results.

I don't necessarily think it should come down. It was just the thread I mentioned in the post above and what happened to my partner got me thinking.

Why did they put me up a shot - it had already gone up by the 0.1 increments? I didn't ask to have my handicap increased due to the medical condition - which I gather you can do. So why can't I not request to have it reduced due to me NOT having the previous medical condition. Surely as I am talking about 10.3 to 9.3 (so well away from any category boundary) it affects no-one but me. Though in fact I'm guessing that both my winter league 4BBB partner and winter mixed 4BBB stableford partners would question what I was doing making such a request :)

My reasons for making the request are much deeper than simply getting back to single figures and any sense of vanity I might have around that.

What happens if you have shot under your handicap many times and come down a fair few shots? Do they just leave that as it is because you have been cut already? Or is there scope for more?

It depends on how often you played outside your buffer zone.
0.1 does not give any indication of how 'badly' you played in relation to what your expected performance was.

Part of the annual review requires the committee to look at your actual performance (although the system has already done that), not to make the adjustment without further investigation.

Only a copy of your playing record can help in answering your question
