Annual review - following the They Do Exist thread

Following on from the They Do Exist thread, is there a ruling / guide on how to get handicap reviews done? Is it solely down to the comp sec? Or the board? Or between him and I? Could I reject a handicap cut if I didn't want one? Should I have put this thread in the Rules section?

The reason I ask is two fold:

1) I had a handicap review at the end of a season 2 seasons ago, where the handicap sec basically called a me and said "We'd like to cut you a shot or two". I said, "I'd rather it be 1 than 2" and he said "Ok". And so I was cut a shot.

2) I've been playing really well and have expressed on this forum that I feel I should have had a handicap cut even though the course was playing "easier" than usual. I'd like to know if there is a maximum, or if the comp sec could call me up and say "By the way you're a seven handicap now" - I'm a 15 handicapper at the moment. I don't actually expect to be cut to seven, but possibly down to 14 or 13 maybe.

The HC committee should ensure all HC cuts are realistic and relevant as well as backed up with evidence.

The player involved shouldn't be given the option , don't believe you can reject the changes but can appeal

The process I follow is - run off the computer report and go through the players that have been flagged for increases/decreases. Then look at team comps , then KO comps. Then the committee will discuss any other players that could be playing of HC's not reflecting their ability plus new players at the club , improving juniors , players who have played in Opens etc.

It's a long process but we ensure any change in HC is backed up
 
The annual review is done by the handicap committee, The handicapping software produces a report which shows players who have performed better or worse than would be expected and makes recommendations on what change should be made. These are not obligatory.

The review guidelines also recommend taking into account other performances in other types of competition that are not qualifying both at home and away courses.

The Handicap committee alone makes the decision and does not consult with the player before making changes to handicap.
 
No manual intervention with ours (as far as I know). There used to be, but now the computer software does it all and anyone performing consistently well will trigger an ESR, or, if anyone has not hit buffer, had 7 x 0.1's on the bounce etc, they get a shot or 0.5 back. Seems to work OK at hours. Not really aware of any banditry.
 
we had one this year, first time i've heard of one getting done up here, though i've seen plenty who should have had them.

No consultation just an email saying they were adjusted. All were up i believe
 
We run as posts 2 & 3. It's quite a long process but the membership deserve it ie it's in everyone's interest that all members have handicaps that reflect their ability.

In response to some of the others posts; part of the ESR process is that you should be reviewing progress after having implemented. Part of the new increase approach involves the same.

Some of the comments from the Northern club element are fascinating...The SGU argued strongly against the ESR aspect on the basis that their clubs were already undertaking such management on a proactive basis within the current clauses...
 
Really? I was led to believe all clubs done it now as it had replaced the old rule 19 (general play cut) years ago and was compulsory?

nope. mate of mine last year had 21 straight 0.1, no buffers, nothing in between. Another guy who had about the same but nothing done, same stories from a couple of mates from other clubs.
 
Our club does do the Annual review, but it is done quietly - if you are not affected, you would not know about it.

Ours is similar and it always happens just after new year. HC Sec sticks a notice on the board to say the review has been done and if you've been affected you will know.
 
its was done on the Qt here a couple of weeks ago.. only reason i know is a couple of the seniors were complaining their handicap had gone up.

I d spoke to the last Handicap sec about it before, esp as the guy i knew had all those increases and asked why..

Very timely. I have recently joined the Handicap Committee at our club and 5 of us are meeting tomorrow to go through this process. From detailed scrutiny of the CONGU regulations, my understanding of our responsibility is precisely the same as the posts you refer to, which is comforting.
 
It is not done on the quiet, there is just no reason to inform entire membership, only the ones whose handicaps have been adjusted need to know.
 
Just had ours and results published on Handicaps board.
