I think i know already the answer is no but thought i would check

Can i have an active handicap without being a member of a golf club. I am currently a member and have an active handicap but now have two children under two and playing enough to justify membership is tough.

Is there any way i can keep an active handicap i.e. through playing in open competitions at various clubs without being a member anywhere?

No, once you stop being member of a CONGU affiliated club, you no longer have a CONGU handicap, active or inactive.

There are some places online that maintain unofficial handicaps but these are not generally accepted in Opens.

No you cant but there are some clubs that offer a membership category to enable you to maintain your handicap but then still pay a greenfee when you actually play. They are few and far between but you may be lucky and find one in your area

If you can find a club linked to say a municipal course you may just be able to join the club but you only have 6 months between lapsing of old membership and renewing or you'll have to submit 3 cards.
