I was playing in a bounce game today and was in the fringe just off the green. Another player's ball was close to mine, a few inches closer to the flag and slightly to the left of my line of putt. Had this been a genuine comp I'd have asked him to lift it, but since it was just a bounce game I didn't. When I putted my ball, I nearly accidentally hit the FC's ball in the follow-through, which made me wonder whether there would be a penalty had I actually done so.

I *think* that the relevant rules are 18-3b (match play, one shot penalty) and 18-4 (stroke play, no penalty). But have I got that right?

Yes, you have.
