Just a quick question.

If a comp at your club has to be abandoned for weather during the day, are there any local or general rules which apply if the majority of the field have completed their rounds (Eg 75%) that the result should stand regardless?

Not been an issue so far at our club but was just thinking over the weekend, we have morning, noon and late tee time slots available but at times there may only be 4 or 5 players at 4pm, so if 70 play and finish their rounds in the morning but the heavens open in the afternoon, closing the course, is it fair to deny the early players a result? or is it unfair to deny the 4 or 5 who will miss out if the result does stand

No

The committee simply have to make their decision based on circumstances at the time - and these frequently include the nature of the competition!

Practical examples would include the one you outline - probably leave it as it is with any players unable to actually get onto the course because it's closed (as opposed to raining really hard and being nasty!) having entry fees refunded (or not collected obviously).
Club Championship where a few groups get round but the weather closes in, course conditions quickly result in unplayable for later groups, or even lightening suspending, then cancelling, further play - most likely to cancel and reschedule.

we had a situation just as you suggest last year there were no rules in place they have changed now!
The committee on the ground declared comp reduction only some what against guideline but as not to penalise members how had scored well early on.

the rules regarding handicapping are a completely different matter from the question of whether there are winners! quoting an example of a club deciding not to follow the rules isn't helpful either surely? In practice they were following the manual exactly from what you have posted!

Have a look at what the SGU issued to its clubs as the guidelines for adverse weather. It's given in the document titled Guidance in comp administration in adverse weather and is about halfway down the list.

The EGU must have something similar I'd have thought.

It's a good piece that tries to pull together the various issues as covered by the relevant parties -

1. Golf Rules
2, CONGU/UHS rules
3. R&A guidelines for running competitions
4. Some greenkeeping advice!

It certainly came in handy in recent times during our glorious Scottish summers. We were having to request permission for preferred lies in July & Aug in 2012 as ground conditions were so wet. All we needed was a couple of hours constant rain and the game was a bogey :-)
