90% allowance on the rounded handicap or exact handicap?

As the title says.. do you work out the 90% from the exact handicap or rounded number.

For example.. someones handicap is 13.5 so playing off 14 in a medal.

Do they play off 12 or 13 in 90% allowance?

13.5 x 0.9 = 12.15
14 x 0.9 = 12.6
 
I think you could make a case for using a half shot in matchplay. If I get a 4 & you get a 4 when I'm receiving half a shot, I win. If I take 5 & you take 4, you win.

No such thing as a half shot, and neither there should be.
It does seem harsh to give someone a shot when one of you is say 5.4 and the other is 5.5 but that's the way it is.
 
Have always played to the rounded up / down number so never even consider using the decimal point number. I believe that's the official position as this article from our Mothership would seem to indicate, what with all calculations made on exact playing handicap.

Stop confusing people Johnny. We have an exact handicap and a playing handicap so stop saying exact playing handicap.
