80 degrees of putter angle?

Ive been playing stricker style with toe down heel up, and also shaft more upright to about 80 degrees (90 being vertical).

The rules seem a bit vague saying if you play 'near' to upright your lie angle may have to be as much as 25 deg, but elsewhere it says max 10deg to upright

I use a short 28 inch putter (use a driver width stance and im fairly short at 5 7) also and wondered if this had an impact. Ideally im looking to get a new shorter 28 inch putter with 80 degree putter lie.

The specifications in the rules are effectively for the manufacturers so as long as you buy a legal putter then you can stand with it at any angle (subject to not straddling line etc). If you modify it then you may be on less firm ground.

Oh, is this about non-conforming clubs?

So i can get a lie angle change of 80 degrees then do toe down to almost vertical?
