48 handicap??!!

Has anyone heard or seen someone playing off 48? We played in a comp last week and I shot a net 63 only to come second to a net 61 from someone with a 48 handicap...
 
Only in our society, the folks who play off it are never going to be shooting nett 61s though. Not sure how anyone can have a 48 handicap in a comp.
 
In Germany they do this. That's why it takes ages for the handicaps to catch up with the improvement of those who practise.

I played in a medal once with a fella off 22-23, who would have looked like a bandit off of half his handicap.
 
Maybe a daft question, but how do they get their handicaps down if they can't play in qualifiers?

There is a special system for dealing with handicaps for Juniors. When a Junior gets down to 28(36) he(she) will have his(her) handicap adjusted in the same way as adults.

Ok thanks, I'm interested as my oldest lad (14) is about to do his first handicap cards, reckon he will be off about 36. Is it the same system as adults, ie: anything big rounded down to a double?
 
Course they can. Juniors with a club handicap are dealt with in Section J of the handbook this covers their scoring and adjustments etc.

As you pointed out, Juniors with club handicaps do not have CONGU handicaps and cannot play in CONGU qualifiers until they have a CONGU handicap. Their adjustments are not carried out under CONGU handicap rules until they have achieved a handicap of 28 (for males) or below.
