2 man and 3 man scramble allowances

I'm organising a small Corporate golf day.

Unfortunately we have the awkward number of 10 players so have decided to have a scramble format with 2 3 man teams and 2 2 man teams.

What handicap allowance would people recommend do that we can get an even game between the teams? I was planning to put the lower handicappers in the 2 man and the higher in the 3 man.
 
Look at you being all clever and stuff.

Not really, supposing that player was good. Instead on being just on the green they'd be next to the flag every time. When we have teams that are short of a player we say that they have a player with them playing off 14 and they have to get more more drives in each. For a four man team it would be four drives, for a three man team 5 drives.
 
We played a 2 man scramble last week, H/C allowance was 20% of their joint playing h/c, up to a maximum of 10.
Each player had to have a minimum of 7 drives, 6 at par 4s , plus 1 at a par 3 . [ played on our short course which has no par 5s ]

The winning score was 61.8 net , their h/cs were 7 and 9 , playing h/c was 3.2.

Then short answer is that you can't make it even through allowances.

The obvious solution is to play 5 x 2 man teams and, if limited in terms of tee times, put them out in 2 x 4 and 1 x 2 with a pair from each game dropping back after 9 holes so that pairs a b then c d and e play the last 9 as a then b c and d e.
This also gets more people meeting more on the course and avoids one pair being on their own for 18 holes.
