1st tee, who starts.

It doesn't have anything to do with handicap. There will either be a start sheet and you play in that order or if matchplay you toss a coin. Sometimes in team matches the away team will be given the honour as a courtesy. Bounce games usually just a gentlemen's agreement who goes first.
 
Was it really an argument, or just a 'we wondered' discussion.

If it's the former people need to find something else to worry about.
 
Is it a bounce game, if so whoever is ready should get on with it, ready golf is what we all need.
 
i always let my pp go first be it matchplay or stroke play ,i just tell them to make the most of it as they wont have it for long.
You don't have a 'pp' (playing partner) in matchplay. Nor in strokeplay for that matter.

If he is on your side in either form, he is a Partner.
If he is against you in a match, he is an Opponent.
If he is in your group in strokeplay, he is a Fellow Competitor.

If these conversations are happening on the tees no wonder slow play is increasing, if everyone starts umming & arring I'll step up, tee up and hit the friggin' thing 😂👍
