Update. Decided against hammers ! Drilled out the head of one rivet, poked rivet shaft through. Found bolt long enough and good diameter fit for existing shaft hole without need to drill out holes. Repeated on other side of fitting. Fitted bolt & nut, cut off excess bolt . This one bolt...

Free rotating heads indeed looks like holes have enlarged. Based on that the rivets probably won't tighten but I'll try it.

Thanks both. It makes sense now having found a video of replacing similar part on a Powerbug. I'll try the two person hammer approach, thanks, and see how it goes. Would like to get rid of the excessive rotational movement when the bag is in place, if I can.
