Having kept radio logs in HM Forces we obviously used 24 clock and made two entries as follows:-
23:59:59 Log closed.
00:00:01 Log opened.
The world stood still for two seconds as we never used 00:00, but there was never any confusion as to which day.
Slightly off OP, but can a pair in a 4BBB go out and mark their own card if there is no other pair entered. From everything I've looked at it would appear to be allowed. (Rule 3.3).
The reason I'm asking is that a pair regularly book last minute a have twice this year marked their own card.
By not implementing the full version of WHS four years ago GB&I made a rod for their own back. Players got used to the system and got comfortable with how it worked. Now add 'unrounded' Course Handicap & CR-PAR and they are faced with what to them is a confusing change.

Ah! The 'testers'. And therein lies the problem. 'User testing' is the only recognised way to test a system. Users don't think like programmers. Users should write a test plan, define the objective and data to be used, then give the expected result. Then, and only then, test the software.
