In my home club both 1st and 10th tees are used. 2 and 4-balls have designated alternating 2-hour slots on each tee; 3-balls can start from either. Groups moving from 9th to 10th, and 18th to 1st, dovetail with those that are about to tee off. It's worked for the 40 years I've been playing there
