Is there a rule breach for his partner marking his ball while his ball is in motion? if he had not put a marker down their balls would have hit

I say friendly there was £10 a corner involved i know it's a 2 stroke penalty if the balls hit but not the case in this scenario

While playing a friendly pairs match one of the opposing team was taking his putt and hit it so hard it was going to strike his partners ball who had not marked. His partner quickly marked his ball and picked his ball up before collision i know this is an infringement but cannot find any ruling...
