In every other sport the captain, manager or coach picks the team not a ranking system.

I agree they're not the same thing, however the gist of my argument is that the captain should have exactly the team he wants, not the one forced upon him.

Harrington and Poulter makes sense to me. Incidently I am of the opinion that all players should be picked by the captain. You wouldn't force the england cricket team to pick the top 11 in the averages.
