That article is based on a few factors, atmosphere being one of them. Celtic park is definitely up there especially on a big European night but what's going on on the park has a huge bearing on the noise from the stands.

Young players need proper competitive football to develop. I'm not sure that will happen playing for an EPL u21 team. They regularly get beaten by lower league efl teams when they play each other.
