Seems very strange to purposely have a "rule" that they can not correct an error after a restart.
After all their remit is to intervene on clear and obvious errors that the onfield guys have made/missed.

So in your example, only players that played in test matches would be in the rankings. All other forms of cricket (1Day, Hundred, T20) would be excluded from comparisons and rankings.
