They have, but the magnitude of the percentage is the key. For the average golfer playing two 18 hole rounds per week, does the two extra putts holed over a lifetime's golf make it worth the time to remove it ?
Its inconceivable to us, because only competition rounds counted for handicap for us, so we didnt do it.
But we did it plenty when playing casual games. Now with casual games also being counting cards, we have the problem : gimmes, playing a second ball without penalty, etc and still submit...

Unfortunately Coach has gone down down the 'I cant believe it works', 'the eureka move' youtube rabbit hole leaving his credibility behind. Yesterdays is actually titled the nadir, 'THIS JUST WORKS'.
That would only be for casual rounds, given the push to put in card for all play. I certainly dont think deliberately playing loose with gimmees etc will become the norm here in competition. I dont know, but doubt they do mulligans etc there in comps either.
But we have a clear culture...
In a culture less competitions based than here, and with a more lax concern for playing each of those submitted rounds. People here still cant get their heads around the new system if you top your drive on the first, and say you are going to take a mulligan..but will still submit the card. 8...
Can they not put in plain English, that if you just get your sequence activators on the right force vector while pronating the oblique adductor and maintain the positive velocity component (ignoring aerodynamic drag), the centripetal force reaction will exponentially augment the tangential...
Not all dislikes though.
And if there isnt sufficient benefit to merit the effort, then that in itself is a failure.
It would seem any touted benefits are now either discredited (adding to the cynicism and mistrust), or debatable as benefits, at best.

Many people dont know that though. That so many courses do correlate, reinforces their misunderstanding. As a rough reckoner, Slope does indicate difficulty.
There does seem to be a very strong correlation though, from any courses I know.
Maybe it also stands to reason, difficult courses are proprtionately more difficult to high HIs.
It was a new thing spawned by WHS for the UK though. Its not that we had nothing - Sss was an ostensibly cruder precision with the same aim. Slope is more precise in being 3 significant figures rather than 1, sure. Whether that translates to a real world improvement in handicap equity is less...
